A cookie notice that does not affect script loading is only visual decoration. A real consent flow maps site scripts to categories, stores the visitor choice and applies that choice on later page loads.
Keep necessary and optional categories distinct
Login/session functions and other essential site behavior should not be presented as optional if the site cannot work without them. Analytics and advertising technologies should be connected to the appropriate optional categories according to the site's legal basis and policy.

Consent Mode v2 needs consistent state changes
When Google Consent Mode v2 is used, the relevant storage and personalization signals should reflect the visitor choice consistently. Revoking consent should update the denied state as carefully as granting consent updates the allowed state.
